 Closed #659 as a duplicate.

 The real issue here is that we open new sockets before we close old ones,
 to make sure that the transition will work.  But sometimes, our old
 sockets prevent us from opening the new ones, so we need to take a "leap
 of faith" and close the old ones to see if we can open the new ones.
