Comment (by teor):

 Due to #17750, the initial download status resets only matter when we
 access the struct fields directly, and then only for schedules with non-
 zero starting values (ClientBootstrapConsensusAuthorityDownloadSchedule
 and TestingBridgeDownloadSchedule).
