 I think this one might be better retitled "there's no way, in the
 interface, to turn comments on or off on a blog post".

 In the past, you could go to edit and then scroll down to comment settings
 and choose between disabled, read-only, and read-write.

 The settings are clearly still there on the backend, but there's nothing
 in the interface to let us change them.

 Goes with #22389 since that ticket is about the same (now missing) config
 section.
