Comment:
HSDirs that allow descriptors with no revision counter should declare a
new HSDir protocol version.
We should make services leave out the revision counter if a consensus
parameter is set.
Then our upgrade path is:
1. Wait until most HSDirs support the new protocol
2. Stop giving the HSDir flag to relays that don't support the new
protocol
3. Make services uses the new protocol by setting the consensus parameter
