 since the passwords on file in tor-passwords didn't work, i had to reset
 the admin (aka owner) passwords on the tor-talk and tor-relays mailing
 lists.

 i sent the admin passwords (pgp encrypted) to pili@tpo and irl@tpo.

 i will now send the passwords to the emails behind listowner@tpo and the
 existing admins i can find a gpg key for to let them know of the change as
 well.
