Comment:

 See my branch `net-requirements` with PR at
 https://github.com/torproject/chutney/pull/27 .

 It gives chutney the ability to detect missing ipv6, missing tor-stable,
 missing tor-gencert. It also refactors some code a bit.  If #30452 is
 merged, it also detects directory authorities built with a missing dirauth
 module.
