 AFAIK (all three are default true in TB alpha 9.5a11)
 - `dom.enable_performance_navigation_timing` is covered by RFP in FF78+
    - see https://bugzilla.mozilla.org/1511941
 - `dom.enable_performance` - is covered by RFP
 - `dom.enable_performance_observer` - IDK

 unless tom knows something we don't
