 We need an additional fixup to get `libevent` and friends properly
 compiled: We have `configure_opt` pointing to `clang` directly, currently:
 `CC=clang --host=[% c("var/configure_host") %] [%
 c("var/configure_opt_project") %]`. That's been cool with the previous NDK
 as there `clang` has just been a wrapper containing the proper target
 argument. But that's not the case anymore with NDK 20.

 `fenix_toolchain4` (https://gitweb.torproject.org/user/gk/tor-browser-
 build.git/commit/?h=fenix_toolchain4&id=60ce3f8f0bceb0608655c8190554a1435e72a725)
 takes that into account now.
