That solution would not work for my use case. I want to avoid ever having
the hidden service keys on the filesystem - so that the controller can
manage safe, secure storage. That means it would need some method of
exchanging the service key itself over the control protocol (possibly
still via settings).
As for the replaying to SETCONF, that is a much lesser issue. It could
theoretically be a race condition that would result in some service being
left out, but I don't think that's a primary concern.
