 The setting RelayBandwidthRate states that "Your own traffic is still
 unthrottled."  Exit Enclave traffic should be considered as your own.

 This traffic would be unthrottled on the public internet if the user
 didn't use Tor.  They shouldn't be overly penalized for using it.
