Comment:

 This is a duplicate of #4340. In short, configure Tor to use the geoipfile
 configuration option to point to the geoip file (it is in the source
 distribution in the src/config/ directory, name geoip); wait for the next
 release of 0.2.2.x (could be a while), use 0.2.3.7-alpha for now, or fetch
 the current maint-0.2.2 branch and build that.
