I've mentioned this before but seems relevant for this ticket: open
monitor is trying to do this too and may be worth reaching out to...
"Open Monitor is a project developed by Umit Project, and was started
during Google Summer of Code 2011. Its goal is to provide real time data
about internet censorship and restrictions world wide." [1]
That said, at first glance the source repository for their desktop client
hasn't had activity for a month. Also, we haven't heard anything despite
being asked to contact tor-dev@ when they had something ready, so their
project may be running out of steam. Andrew also mentioned three other
similar projects in his "GSoC Mentor Summit Trip Report" reply.
