 12:41 < Shondoit> I found out that when, in torbutton.js, line 4180:
                   istream.init(chan.open()); is commented out, that the
 Mozilla
                   folder is not created during startup.

 The line in question is just a call to read the contents of a chrome url
 (specifically chrome://torbutton/content/jshooks4.js). It must trigger
 some kind of initialization code that creates the directory, but I have no
 idea why or how.
