 Merging this branch today will not hurt anyone who doesn't turn tor2web
 mode on.  (Merging it at all, even after the bug that broke it is fixed,
 might hurt people who do turn it on.  I know that I forgot that I was
 using tor2web mode at least once while I was testing it.)

 I think I've just finished the main script for a tool that will test
 whether a Tor build has the bug that broke this branch; I should be able
 to start bisecting and find that bug tonight.
