Comment:

 Reviewing this code: we have a great deal of this mechanism built already
 in net_is_disabled(), options->DisableNetwork, and we_are_hibernating().
 We should probably combine all of those into a logical setup somehow and
 then take the part of this that checks for disabled-ness.
