 I made a mistake in my description of RendPostPeriod in the proposal:
 Descriptors are uploaded 30 seconds after they change, and then refreshed
 at a random time between 0 and 2*RendPostPeriod. The minimum value for
 RendPostPeriod is 10 minutes, but I think the default of 1 hour will be ok
 for most single onion services.
