In #20499, when relays reach the download failure limit, they stop
downloading consensuses.
I think this behaviour is desirable for relays that will never get a good
consensus (if they are too old, for example).
But for relays that have a temporary issue, it is really unhelpful.
Perhaps tor should retry every few days no matter what?
