 Ubuntu builds (and signs) vagrant boxes for xenial https://cloud-
 images.ubuntu.com/releases/xenial/release/ubuntu-16.04-server-cloudimg-
 amd64-vagrant.box

 This reaches a bit beyond this ticket but maybe we should also consider
 upgrading to xenial from precise.
