 Yes, this is true and confirmed (comment 3 on this ticket). What I think
 we should do is discover why this log message is printed when the
 described event occurs and see if it causes any load over the Tor process.
 Requests on non-configured virtual ports should be discarded in a way that
 spends the lowest amount of resources possible.
