Comment:

 I'm sure it will at some point but for now it can't for ephemeral services
 until 0.3.3 because prop 224 onion services don't have control port
 support (#20699).

 I would think that Stem can possibly support the creation of persistent
 service for now. We'll see what atagar decides ;).
