Comment:

 OK guys I pushed `bug23817_032_asn` which is Nick's `bug23817_032_asn`
 with the following changes:
 - Rebased on latest `origin/maint-0.3.2`
 - Removes BUG from dirauth check
 - Skips dirserver restrictions on restricted guard selections and bridge
 selections with less than 10 bridges (yes another magic number...).

 It passes all `test-network-all` tests for me. Please also test it
 yourself!
