 Do we know how many people need to use that option? If the answer is
 "almost none" then removing it makes sense. I don't know how to gather
 that data though. I see it as an "escape hatch" but the reality is that it
 is difficult to get to the Network Settings dialog if you cannot get past
 Tor bootstrapping at least once.
