 tor --library-versions prints the versions of Tor's library dependencies.

 Would it be useful for it to print the rust version as well?
 Or the versions of our rust library dependencies?

 Tor also prints the OS version and library versions when it starts up. We
 could add the rust version and significant rust library versions to that
 log message.
