Comment:

 Hm, so, this does not happen always? When you are starting Tor Browser are
 you just seeing the browser window on the second screen or everything
 browser related (e.g. the Tor Launcher start-up wizard as well)? Does
 Firefox 60esr behave differently during start-up in your environment?
 (see: https://www.mozilla.org/en-US/firefox/organizations/all/ for some
 bundles to test)
