 After we put a limit on the number of testing circuits (#28511), we can
 increase the number of circuits used to test bandwidth.

 Ideally we would have `AuthDirGuardBWGuarantee / 514 * 11 = 44 circuits`,
 but perhaps there is some more reasonable number?
