The local tor daemon used by SBWS can be configured to keep current-hour
server descriptors cached and v3bwfile.py could pull all relay descriptors
cheaply whenever it runs. Takes about one second to execute `curl -s -o
descriptors http://127.0.0.1:9030/tor/server/all`
Obtaining through STEM may take a little more time, but should be
inexpensive. Perhaps not worth the effort to ever bother creating
continuous update logic.
