 This was an upstream UX change in FF64+ (not worth tracking down the
 ticket, sorry)

 **1: First you need to select multiple tabs**
  - right click on a tab
     - or right click in an empty tab space
  - click on "Select All Tabs"

 or use the ctrl-key and left click multiple tabs selectively

 **2: Then your menu changes**

 Once you have more than one tab selected, you can
  - right click on a tab and select "Bookmark Tabs..."
  - or right click in an empty tab space and select "Bookmark Selected
 Tabs..."
