 Ok. I was just going to do "if the first two conditions are true (we've
 used more than 95% and less than 500mb remain to be transfered), just use
 the bw we've averaged in this interval to decide when to stop. That seems
 relatively trivial to implement. Are there any downsides I'm unaware of?
