Comment:

 so I grew tired of this bug and wrote a hack for Vidalia. Now it is
 possible to specify [Tor] GeoIpFile=path in vidalia.conf and Vidalia will
 use this path (if set) and pass it on to Tor when it starts up. I guess it
 might also be passed to Vidalia by commandline (if Vidalia supports that?)
 so that it can serve as a hack that works for tbb, too. Patch attached, I
 hope it's ok.
