#4238 is for users who already have TBB. This is for new users, who leak
their location in their source IP address and their platform in the User-
Agent header (and some corresponding variable accessible to JavaScript).

#4231 needs to be fixed anyway, in case the autodetection recommends the
wrong bundle.

No. 32-bit TBB for Windows packages work on 64-bit Windows, so we don't
need to ship a 64-bit TBB for Windows (and we don't ship one).
