Comment:

 I see the plist.in file in the repo just as you describe it. But I don't
 think it matters because Vidalia has a way of enabling/disabling this
 through the config dialog (Appearance tab), so it depends on that setting.

 Does it work for you if you just change the setting through Vidalia's
 config?
