My vote is on option A here. As I explain in
https://trac.torproject.org/projects/tor/ticket/4359#comment:1, I think
it's not useful to add excessive complexity to the bandwidth auths for
measurement security.. We already know that's not a winnable game for
centralized measurements.
However, we will need some complexity in them even to support option A..
The bandwidth auths will need to know not to treat the gimped consensus bw
as a real value for purposes of feedback... So we'll either need some sort
of magic number or some other way to signify it..
