Here's what we promised:
"The Tor Project will continue work with the Electronic Frontier
Foundation to co-develop and improve the HTTPS Everywhere extension for
Mozilla Firefox and Google Chrome web browsers."
The concrete deliverable (which shouldn't limit what we do, but also
shouldn't be skipped entirely) is that Tor will "provide a detailed
written report with its design to improve integration and usability of the
HTTPS Everywhere extension for Firefox in the Tor Browser Bundle" by, if I
have my math correct, May 2013.
I suggest (but it isn't in any of our external promises) that we find a
way to turn the work here into something that will benefit the world down
the road, rather than just "maintain it for a year". Since we're Tor, we
should also emphasize what HTTPS Everywhere can do better specifically for
Tor users.
