 I believe that the nickname needs to follow the at-most-19-achars-from-
 the-subset-of-nickname-characters rule, the same as router nicknames, as
 described in dir-spec.txt seciont 2.3.

 I think that the address needs to be ipv4 too.

 Neither one is allowed to be an empty string.
