timeout value (which the path bias stuff uses instead of the 80% timeout
value). These might be useful datapoints from people who only give us the
one logline and then disappear..
I have a branch with these log updates in mikeperry/209-path-bias-changes.
I also updated the proposal to match in my torspec remote mikeperry/path-
bias-tuning.
