 I tried starting a Tor instance with 300 ORPorts, and it worked okay. So
 apparently there's something about adding a bunch of them in succession
 that might be a problem.

 The most useful test here would be to attach a debugger to the process and
 find out what all of its threads are doing, to see if something is
 blocking.
