Comment:

 There's an implementation in branch better_workqueues in my public
 repository. It works for me on a small chutney network. It's not totally
 obvious to me right now how to benchmark it, though.  (In particular, what
 I'm not so sure about is how to measure our *current* timing stuff, and
 the benefits of pipelining in this branch.)
