Comment (by mcs):

 Kathy Brade and I encountered the same problem.  The real failure occurs
 during VM creation:  the 32-bit VM is created OK but appears to fail,
 which causes creation of the 64-bit VM to be skipped, which eventually
 leads to the build failure).  We have a patch that we are testing now and
 I will attach it here once I know that it works.
