 Cross-referencing #5426. That ticket is about not forgetting a client when
 it gets its fifth proxy, but somehow detecting when one of its serving
 proxies has gone, so that we can allocate a new proxy to it and keep it
 fully served. It's related to this ticket in that both are about more
 statefully tracking a client's level of service.

 Also relevant is #8285. facilitator-email-poller doesn't even bother
 registering clients from emails more than 30 minutes old.
