Ah, if you take a look at the makefile, you'll see that it goes off and
retrieves the maxmind GeoIP databases we use. They're not added to our git
repository because they are large, but should be downloaded as part of
ooniprobe's install process. Should these files be downloaded and added to
the sdist? The files are licensed under Creative Commons Attribution-
ShareAlike 3.0 Unported License, so we'd just need to update our LICENSE
file if we wanted to distribute these files too. Even so, the files are
roughly 12MB compressed. Thoughts?

Ah, I wasn't aware of what their purpose was. I have edited the
MANIFEST.in to exclude those files.
