 I don't know about the `Makefile` should be in `MANIFEST.in`. Presently,
 what I think is that it should be in the `sdist` tarball but ''not''
 installed by `python setup.py install`.

 Please note that it's also possible to query to Tor geoip database through
 the control port. With Stem, it looks something like:

     def get_country(self, address):
         return self.controller.get_info('ip-to-country/%s' % address)
 }}}
