 In my interpretation, that is necessary but not sufficient - since Tor
 should not be doing TerminateProcess as its first course of action when
 trying to close a PT. See #9330 for more discussion.

 I am also going through pyptlib's subproc module on windows in order to
 try to get as many tests passing as possible.
