Another solution on the internet suggests using CTRL-BREAK to act as
SIGTERM (clean shutdown):

Its recommendation is:
- Tor must set CREATE_NEW_PROCESS_GROUP on the PT
- The PT must set *empty* creation flags for the children.
I'm not certain about the latter point, but I will try to get a basic test
case at some point.
