Comment:

 This was fixed by sysrqb, asn, hellais, and several other volunteers at
 the recent OONI bridge reachability hackathon. Thanks to all of you who
 contributed to fixing this!

 The development version of the graphs and reports are currently available
 here, although this may change in the near future:
