because we might be giving weight to categories that have no relays?Or do

Ok, so I mean "much more likely to produce a `bandwidth-weights` line".
We don't need to mention that this might cause node selection issues in
small tor networks, because tor thinks there is a node of a particular
type, and then can't find one. That's something we should find and fix
during the 0.3.0 series.
