Comment:

 HiddenServiceDir says "DIRECTORY must be an existing directory".
 So I think we could split this into two bugs:
 * this bug: log a warning message that asks the user to create the hidden
 service directory, rather than logging the BUG message,
 * breaking change #20486 in 0.3.0: create the directory for the user, and
 change the man page (we create the DataDirectory for the user, why not the
 HiddenServiceDirectory?).
