 teor also asked if my tor has marked all the fallback dirs down.

 The fallback_dir_servers smartlist has 90 elements so I didn't check all
 of them, but for the first few, is_running was set to 1. That is, no, my
 Tor seemed to think that the fallback dirs were just fine to contact. It
 simply chose not to contact them.
