Section 3.7 of control-spec.txt documents the `SIGNAL` command, which can
cause some actions that correspond to Unix signals that one can send to
the tor process. Some of these actions have no corresponding Unix
signals, so can only be invoked via the control protocol. We should
document these facts to avoid confusion.
