I ran another test, this time with a CircuitStreamTimeout of 100
(seconds):

Overall timeout counts:
Always timed out: 15
Sometimes timed out: 61
Never timed out: 706
The number of stream timeout events were substantially reduced relative to
comment:27. It's not a perfect comparison because this was done on a
different day, and the total test time took substantially longer. But it
does seem to suggest that DNS services for some of the exits are backed
up, not disabled. Next I can look at the distribution of DNS response
times. Then I plan to contact some exit relay operators with poor DNS
response and see if they can investigate why their DNS is very slow or not
working.
