Comment:

 I'm flirting with this issue although it's a broad topic with unclear
 steps.

 As a start it could help to break the long list with headings and reduce
 the information overload with a css accordion.

 Also https://www.torproject.org/docs/installguide.html.en and
 https://www.torproject.org/docs/manual.html.en should not be empty but
 show a TOC at least.

 It could help as well to watch outcomes of #27010, #25021 and #27723.
